APPROVAL of a Human Resources contract between the City of Topeka and Kansas Personnel Services DBA Key Staffing for temporary employment services to include clerical, general, skilled labor, and professional positions.

(Approval of the contract would allow the contractor to provide temporary staffing services on an as-needed basis)

APPROVAL of a Public Works design-build Contract between the City of Topeka and KBS Constructors, Inc. in an amount to be determined by mutual agreement between the City and Design-Build Team during both the preliminary estimate development and guaranteed maximum price development for design-build services.

(Approval of the contract will authorize the City Manager to sign and execute the contract for Design-Build services for the design and upgrade to HVAC and mechanical systems at the Law Enforcement Center. Total project budget approved in the 2026-2035 Adopted Capital Improvement Plan totals $2,000,000.)

APPROVAL of a professional services contract exceeding $50,000 between the City of Topeka and Kurtz & buck LLC, for continued representation of the City in a civil lawsuit matter.

(Approval will authorize continuation of the contract for professional services. The City Attorney has been notified the fees and expenses will exceed $50,000 and is seeking authorization to continue with the contract.)

ORDINANCE introduced by City Manager, Robert M Perez, allowing and approving City expenditures for the period June 27, 2026, to July 31, 2026, and enumerating said expenditures therein.

(Approving City expenditures in the amount of $29,396,228.91)

RESOLUTION introduced by the Public Infrastructure Committee recommending approval of Project No. 701050.01 for the construction of a sidewalk on Lyman Road. (Public Infrastructure Committee recommended approval on August 18, 2026 3-0-0.)

(Approval of a sidewalk on Lyman Road from Vail to Lane with a project budget of $500,000.)

RESOLUTION introduced by the Public Infrastructure Committee recommending approval of Project Nos. 291142.03 and 291160.01 for the construction of a new Alkire Pump Station. (Public Infrastructure Committee recommended approval on August 18, 2026.)

(Approval of a total project budget in the amount of $1,204,896 for the construction of a new Alkire Pump Station.)

APPROVAL of the 2027 Social Services Grants allocation in the amount of $491,904. (Social Service Grants Committee recommended approval by a vote of 2-0-0 on July 24, 2026.)

Voting Requirement: Action requires at least six (6) votes of the Governing Body.

(Approval would allocate use of $424,047 in General funds and $67,857 Community Development Block Grant (CDBG) totaling $491,904.)

RESOLUTION introduced by the Transient Guest Tax Committee allocating transient guest tax funds to the Sunflower Sports Association to finance a Field 4 Artificial Turf & ADA-Accessible Concrete Pathway. (Transient Guest Tax Committee recommended approval on August 14,2026.) 

Voting Requirement: Action requires at least six (6) votes of the Governing Body.

(Approval will allocate $913,500 to provide funding for a Field 4 Artificial Turf & ADA-Accessible Concrete Pathway as planned and developed by Sunflower Sports Association subject to the terms and conditions contained in the proposed resolution and subsequent executed development agreement.) 

DEVELOPMENT AGREEMENT between Sunflower Sports Association, Inc. and the City of Topeka for the Transient Guest Tax funded project titled Artificial Turf and ADA Accessible Concrete Pathway on Field 4 at the Sunflower Sports Complex. (Transient Guest Tax Committee recommended approval on August 14, 2026, 3-0-0)

Voting Requirement: Action requires at least six (6) votes of the Governing Body.

(Approval would authorize the City Manager to execute the Development Agreement for an amount not to exceed nine hundred thirteen thousand five hundred dollars ($913,500.00) from the Transient Guest Tax fund for the project as defined in the Agreement.)

RESOLUTION introduced by the Public Infrastructure Committee recommending approval of Project No. 701028.00 for street improvements to Huntoon Street from Gage Boulevard to Harrison Street.  (Public Infrastructure Committee recommended approved on August 18, 2026)

Voting Requirement: Action requires at least six (6) votes of the Governing Body.

(Approval of road and utility improvements on SW Huntoon Street with a total budget in the amount of $26,063,600.)

ORDINANCE introduced by City Manager Dr. Robert M. Perez, establishing utility rates for 2027 through 2030, amending Topeka Municipal Code Sections 13.05.20 through 13.05.060 and repealing original sections.

Voting Requirement: Action requires at least six (6) votes of the Governing Body. 

(Approval will establish adequate Utility Rates and serve as the foundation for future Operating and Capital budgets.)

DISCUSSION regarding the Citizen Government Review Committee recommendation to create the office of the City Auditor.  (Policy and Finance Committee recommended to move forward to the Governing Body for broader discussion on July 10, 2026.) 

(Citizen Government Review Committee submitted the report June 25, 2025 providing their recommendation to change the City charter to create the office of the City Auditor, who would be appointed by the Governing Body and serve at the pleasure of the Governing Body.)

DISCUSSION relating to the City of Topeka's legislative agenda for the 2027 legislative session. (Policy and Finance Committee recommended approval on August 12, 2026)

(Determine the City's legislative priorities for the 2027 legislative session.)

DISCUSSION related to the City of Topeka 2027 Operating Budget.

(Discussions will continue through the months of July, August and September.)
